Towards a Solidarity Future: The Gathering of Cooperative Societies for Development in Mali

Bamako, 23 May 2023 - The reflection workshop on the development of cooperative societies brought together participants from various ministries, organizations and partners to discuss the challenges and prospects of this vital sector.
Cooperative societies play a remarkable role in the solidarity economy, by providing basic social services such as health, education, insurance, water, hygiene, sanitation, as well as jobs to a large number of Malians. Many members of cooperative societies are now promoting socio-economic activities through the development of value chains and value chains. It is estimated that 7% of the African population is a member of one or more cooperatives supported by the Intercontinental Network for the Promotion of the Social and Solidarity Economy (RIPESS). In this perspective, representatives of 14 African countries have created the African Network of Social and Solidarity Economy.
The ILO promotes the cooperative model of business to establish and maintain sustainable enterprises, providing income-generating jobs while promoting social and economic advancement, thereby strengthening individuals, their families and their communities. This cooperative model allows competent people with little or no capital to pool their resources to create jobs and contribute to economic development. The ILO provides guidance based on its Promotion of Cooperatives Recommendation (No. 193), used by more than 110 countries.
The national policy for the promotion of the social and solidarity economy, adopted in 2014 in Mali, aims to create wealth, jobs and fight against poverty. The newly validated action plan 2020-2024 will intensify advocacy actions with local authorities and mobilize the necessary resources to support the development of the SSE, highlighting the importance and the opportunity of establishing this important conversation in Mali.
In this context, cooperation between Mali and Côte d'Ivoire is also highlighted. A knowledge exchange platform has been established, allowing Côte d'Ivoire to share experiences on integrating vulnerable cocoa workers into the health insurance system. At the ACCEL Africa Regional Knowledge Sharing Conference held in Abidjan in February 2023, representatives from Côte d'Ivoire, Mali and Nigeria came together to discuss Universal Health Coverage (UHC). The knowledge-sharing partnerships between Mali and Côte d'Ivoire was highlighted as being of paramount importance during the conclusions of this meeting, which is why Mali invited the Caisse Nationale d'Assurance Maladie (CNAM) and the Nouvelle Entreprise Coopérative Agricole de Bagoliéoua (NECAB) of Côte d'Ivoire to further strengthen the knowledge sharing process.
This dynamic workshop aims to discuss the strategic orientations of the Policy for the Promotion of the Social and Solidarity Economy, to discuss the prospects of the cooperative movement and its role in the creation of decent jobs. Participants will formulate concrete recommendations to strengthen the potential of cooperative societies. The expected results are a better understanding of the strategic orientations, the identification of challenges and perspectives, concrete recommendations and a roadmap to revitalize cooperative societies.
