Tanzania Validates National Communication Strategy on Safe Labour Migration

The Multi-Stakeholder Engagement and Validation Workshop on Tanzania’s National Communication Strategy and Plan for the Promotion of Safe Labour Migration was held from 27 to 28 August 2025 in Dodoma. The workshop was organized by the Prime Minister’s Office – Labour, Youth, Employment and Persons with Disability (PMO-LYED), with technical and financial support from the ILO under the BRMM Programme.

The workshop followed the initial consultation and drafting session held in July 2025, which produced the first full draft of the Strategy and Plan. The Dodoma meeting served as the final validation stage, bringing together a broad range of stakeholders to review, provide feedback, and endorse the final documents before translation and public launch.

The workshop addressed persistent communication gaps in labour migration information in Tanzania. In the absence of coordinated messaging, prospective migrant workers often rely on informal channels, increasing their exposure to misinformation, unsafe recruitment practices, and irregular migration pathways. The Strategy and Plan provide a structured framework for delivering accurate, consistent, and accessible information, particularly to youth and first-time migrants.

Participants and Process:

• Thirty representatives attended, including government ministries, workers’ and employers’ organizations, recruitment agencies, civil society, media, and social security institutions.
• The group reviewed all components of the draft, including objectives, key messages, target audiences, communication channels, responsibilities, risk communication, and implementation arrangements.
• Through plenary sessions and group discussions, participants identified strengths, proposed clarifications, and suggested adjustments to enhance relevance and practicality. Emphasis was placed on:
  • Targeted messaging for rural populations
  • Strong coordination mechanisms among government actors
  • Communication tools accessible to audiences with limited digital access
  • Alignment with ongoing labour migration reforms and national priorities under PMO-LYED

Outcomes:

• Stakeholders reached consensus on the revised Strategy and Plan and formally validated the documents.
• The roadmap for finalization was confirmed, including translation into Kiswahili and nationwide dissemination and orientation activities scheduled for September 2025.
• Roles and responsibilities for implementation were clarified, and participants committed to supporting coordinated outreach to promote safe labour migration.

The workshop marks a key milestone in Tanzania’s efforts to strengthen awareness, ensure safe migration pathways, and reduce the risks associated with irregular labour migration.
