Tanzania Charts Path Forward for Labour Migration Governance in Dodoma

On 19 January 2026, the Prime Minister’s Office- Labour, Employment and Relations (PMO-LER) in collaboration with the ILO under the UK FCDO-funded BRMM Programme, convened the Fifth National Technical Working Group (TWG) meeting on Labour Migration in Dodoma. The meeting brought together tripartite-plus stakeholders 10 (4 Women) to review progress under BRMM Phase II, address implementation challenges, and agree on sustainability measures as the programme approaches completion.

Since its establishment in 2023, the TWG has served as a key coordination platform for advancing labour migration governance in Tanzania. This final session provided an opportunity to consolidate achievements and align priorities for continued national ownership beyond the project. Participants reviewed major progress, including strengthened labour migration statistics, integration of migration modules into the 2024 Labour Force Survey, development of a standardised pre-departure orientation manual, and a competency-based curriculum for domestic workers. Efforts to improve fair recruitment were also highlighted, including training for private recruitment agencies and the rollout of new guidelines on Private Employment Agencies.

Stakeholders also noted progress in bilateral labour agreements, policy reforms, and preparations to establish a Migrant Resource Centre under the Trade Union Congress of Tanzania (TUCTA) to support migrant workers with legal aid, reintegration, and pre-departure services.

The meeting concluded with recommendations to strengthen institutional coordination, including establishing an inter-ministerial labour migration unit, mainstreaming migration into national employment policy, and securing domestic resources for sustained implementation. As BRMM Phase II concludes, Tanzania is positioned to build on the TWG’s legacy to advance evidence-based, coordinated, and sustainable labour migration governance.
