Strengthening Data of Ethiopian Migrant Workers in Saudi Arabia
Enhancing the operational capacity of Ethiopian Diplomatic Missions in the Kingdom of Saudi Arabia.

In a collaborative effort between the International Labour Organization (ILO) and the Ministry of Labour and Skills (MoLS) of Ethiopia, an initiative was undertaken to enhance the operational capacity of Ethiopian Diplomatic Missions in the Kingdom of Saudi Arabia. The primary focus of this initiative was to ensure the effective utilisation of the Ethiopian Migrant Data Management System (EMDMS), a microservice within the digitalised Labour market information system (LMIS) in Ethiopia (E-LMIS).
The EMDMS serves a significant role in enabling Ethiopian Diplomatic Missions to gather and manage information from the destination countries. However, the full potential of the system had not been operationalised due to a lack of expertise within the Ethiopian Diplomatic Missions. The embassy holds a critical position in the EMDMS as they have access to valuable data on Ethiopian migrants working abroad, and they are responsible for verifying workplace conditions and ensuring their suitability for Ethiopian workers.
To address these needs, the BRMM partnered with the MoLS to provide comprehensive training to Ethiopian Diplomatic Missions in the Kingdom of Saudi Arabia, specifically in Jeddah and Riyadh, from July 17 to 24, 2023. Accordingly, the four-day training program enhanced the skills of two ambassadors and six embassy staff in effectively utilising the EMDMS and implementing it within the embassy's framework. This training not only facilitated the capacity building of Ethiopian diplomatic mission members but also improved their understanding of labour market conditions for Ethiopian migrants in Saudi Arabia.
This initiative served as an opportunity to explore potential areas of cooperation and knowledge exchange. Furthermore, the MoLS meetings with employment agencies operating in Saudi Arabia, that collaborates with Ethiopian counterparts, provided invaluable insights into labour practices and prospects for partnership. This initiative underscores the commitment to enhancing data management for the welfare of Ethiopian migrant workers in Saudi Arabia.
