Regional Workshop Validates MRC Operations Manual

The Regional Operations Manual for Migrant Resource Centres (MRCs) brings together representatives from across the region to harmonise operational standards, strengthen service delivery, and enhance coordination among MRCs. The meeting provided a platform to review procedures, share experiences, and align practices to better support migrant workers throughout their migration journey.

From 23–26 June 2025, the ILO convened a regional workshop in Nairobi to validate the Regional Operations Manual for Migrant Resource Centres (MRCs). The event brought together 36 stakeholders from Africa and Asia and marked a significant milestone in harmonizing the delivery of migrant support services.

Participants refined the manual through technical review sessions and endorsed guidance on governance, staffing, service delivery, data management, M&E, and financial sustainability. The workshop also facilitated cross-regional learning, with examples from Tunisia, Indonesia, Cambodia, and Thailand. Another key outcome was the strengthening of stakeholder capacity to implement the manual. Facilitated by ILO technical experts, sessions on governance structures, service models, M&E systems, sustainability strategies, and staff training equipped participants with the knowledge needed to localize and operationalize the manual effectively.

Countries developed preliminary implementation plans, emphasizing sustainability, integration into national systems, and enhanced communication strategies. The manual will serve as a cornerstone for improving migrant protection across the EHoA.
