National Stakeholders Advance Design of Djibouti’s Labour Migration Strategy

From 9 – 11 March 2026, Djibouti’s Ministry of Labour, in charge of Formalization and Social Protection, in collaboration with the ILO, convened a national policy design workshop in Djibouti to advance the development of Djibouti’s National Labour Migration Strategy and Action Plan under the UK FCDO-funded BRMM Programme. The workshop brought together 27 (7 Women) from government institutions, social partners, development partners, and academic institutions to contribute to the development of a coordinated national framework for labour migration governance. Discussions focused on aligning labour migration governance with Djibouti’s National Development Plan (2025–2030) and broader national migration priorities. Participants reviewed the proposed structure of the strategy and contributed to defining its vision, objectives, strategic priorities, and implementation arrangements.

Effective labour migration governance represents a strategic opportunity for Djibouti. It is our collective responsibility to develop a robust, tripartite-led framework that upholds the fundamental labour rights of Djiboutian migrant workers abroad while ensuring the protection of migrant workers within our borders

Key discussions addressed employment creation for Djiboutian youth through safe and regular migration pathways, governance and monitoring mechanisms, and approaches to addressing informal employment affecting both nationals and migrant workers. The workshop concluded with a shared understanding of the strategic direction and policy priorities that will guide the finalization of Djibouti’s National Labour Migration Strategy and Action Plan.
