Malawi unveils new social protection policy to uplift the vulnerable
For many years, Malawi’s social protection system has focused mainly on helping the ultra-poor through basic assistance programmes. However, many people —especially those working outside the formal job market— have been left without support.

Lilongwe, MALAWI (ILO News) - Recognizing this gap, the Government of Malawi has taken a bold step forward through the launch of the National Social Protection Policy (2024–2029).
This policy is designed to create a more inclusive and fair system that reaches everyone in need, not just a few. It aims to bring Malawi in line with global standards by expanding the types and quality of support available to its people.
The policy was officially launched on 23 May 2025 at the Sunbird Lilongwe Hotel by the Minister of Finance and Economic Affairs, Mr. Simplex Chithyola Banda, under the theme: “Building a Resilient and Inclusive Society.”
At the launch, Mr. Banda emphasized that social protection is not just charity —it’s a smart investment in the country’s future.
“We cannot afford to treat social protection as an afterthought,” he said. “It must be at the heart of our national development.”
The event was also attended by Mr. Wellington Chibebe, the ILO Country Office Director for Zambia, Malawi and Mozambique, showing strong international support for Malawi’s efforts.
This new policy is a promise to the people of Malawi —especially the vulnerable, the elderly, and those living in poverty —that they will not be forgotten. It aims to improve lives, reduce inequality, and give every Malawian a fair chance to thrive.
The policy supports Malawi Vision 2063, which envisions a wealthy, self-reliant, and inclusive nation. It also aligns with the Malawi Decent Work Country Programme and global efforts like the Global Accelerator on Jobs and Social Protection for Just Transitions.
The policy focuses on the following key areas: safety nets – to provide immediate help to those in need; resilient Livelihoods – to help people build sustainable incomes; and nutrition-sensitive social protection – to ensure families are healthy and well-fed.
Others include: shock-sensitive social protection – to support people during crises like floods or pandemics; social security – to protect workers and their families; enabling environment – to build strong systems and institutions; and cross-cutting Issues – to address gender, and disability.
The ILO supported the development of this policy through a regional programme funded by the Government of Ireland, showing the power of global partnerships in driving change.
This policy is more than just a document—it’s a lifeline. It’s a commitment to dignity, fairness, and opportunity for every Malawian.
