Institutionalising Labour Migration Governance Gains in Uganda

On 29 October 2025, the International Labour Organization, under the UK FCDO funded Better Regional Migration Management (BRMM) Programme, by in partnership with the Ministry of Gender, Labour and Social Development, convened the Fifth National Technical Working Group meeting on Labour Migration in Kampala, Uganda. The meeting brought together tripartite partners and key stakeholders to review programme milestones, assess progress against planned targets, and advance the consolidation of the BRMM Exit Strategy for sustained labour migration governance in Uganda.

The National Technical Working Group has served as a key coordination platform for labour migration governance in the country. Accordingly, the fifth TWG meeting provided an opportunity to reflect on achievements, respond to emerging developments in the labour migration landscape, and ensure continuity of institutional gains.

During the meeting, the ILO presented an overview of BRMM milestones in Uganda, highlighting progress against planned activities. This was complemented by updates from the Ministry on new initiatives and developments in the labour migration sector. The latter part of the meeting focused on reviewing and strengthening the BRMM Exit Strategy and its implementation roadmap. Through breakout sessions, participants proposed practical strategies to sustain and build on ongoing reforms, followed by plenary discussions to refine and align the Exit Strategy with national priorities and institutional frameworks.

The meeting reinforced collective ownership of labour migration reforms and helped clarify key sustainability priorities. Participants identified areas requiring continued coordination and contributed to refining the Exit Strategy to ensure long-term impact and alignment with national systems. The updated Exit Strategy and roadmap provide a structured pathway for sustaining progress, strengthening institutional collaboration and embedding labour migration governance within Uganda’s broader national development agenda.
