ILO advances its support programme to Syria’s garment and textile industry
"Weaving Hope" initiative in the city of Aleppo aimed at recovery of the economically pivotal industry in northern Syria.

Aleppo, Syria (ILO NEWS) - As part of its “Weaving Hope” programme, the International Labour Organization (ILO) held a stakeholder workshop at the Aleppo Chamber of Industry to advance its support for Syria’s garment and textile sector. This event follows the initiative’s national launch in Damascus and marked a significant step in promoting decent work, industrial recovery, and inclusive economic growth in northern Syria. The workshop brought together over 80 participants, including industrialists, representatives from public institutions, trade unions, civil society organizations, and vocational training centres. Discussions focused on the challenges facing the sector and co-developed recommendations for its revitalization.
“This workshop gave voice to diverse stakeholders, shedding light on the urgent needs and real opportunities for sustainable recovery in the textile industry,” said Houmam Almachhour, ILO National Project Coordinator.
Participants highlighted several key challenges facing the garment sector, including limited market access for locally manufactured products, outdated machinery and infrastructure across industrial zones, and persistent electricity and fuel shortages that undermine production. High taxes and restrictive import and export barriers were also cited as significant constraints, alongside skills gaps among youth and persons with disabilities, and fragmented coordination between public and private actors.
In response, participants proposed a set of strategic recommendations aimed at revitalising the sector. These included rehabilitating industrial zones and factory equipment, improving branding and export promotion, and introducing tax exemptions for raw materials and production inputs. They also called for the establishment of specialised garment industrial zones, the provision of inclusive vocational training and access to financing for small and medium-sized enterprises, as well as greater engagement by the Aleppo Chamber of Industry and support for public–private coordination platforms.
