Ethiopia Successfully Developed RPL Assessment Tools in Prioritised Occupations

The development of Recognition of Prior Learning (RPL) assessment tools in government-prioritised occupations, namely hairdressing for men and women, wellness and spa, domestic work, traditional food preparation and food and beverage services has been successfully completed in a 12-day workshop from, 4 to 15 November 2024, in Adama, Ethiopia. The workshop brought together 23 experts from different occupations (4 female) to craft various assessment versions, the different sets of assessments created for each occupation, including three assessment versions each for men’s and women’s hairdressing, for domestic work and food and beverage service and, four assessment versions for wellness and spa and traditional food preparation.
The assessment tools provide opportunity for individuals to have their skills and experiences formally recognised. RPL provides a pathway for individuals to gain formal qualifications for skills acquired through non-formal or informal means, such as workplace experiences or personal endeavours, without requiring additional education. The process plays a critical role in bridging gaps for workers, particularly in sectors where practical skills outweigh formal theoretical training, enabling access to formal qualifications and improved career prospects.
The development of these tools is a big step in ensuring fair, reliable, and practical assessments for RPL candidates. Each tool is designed to consider the unique challenges and requirements of RPL candidates, focusing on workplace terminology and practical assessments rather than classroom-based theories. This approach not only aligns assessments with real-world applications but also enhances accessibility for diverse candidates with varying educational backgrounds.
The design process incorporated quality assurance measures to ensure consistency, fairness, and validity. These principles are fundamental to building trust among stakeholders and ensuring that the outcomes of RPL assessments are as credible as traditional education pathways. The tools integrate various assessment methods, including workplace demonstrations, project-based evaluations, and practical evidence from candidates’ day-to-day tasks, ensuring a comprehensive evaluation of skills.
In the six occupations addressed, these tools provide an opportunity for individuals to showcase their expertise and secure formal recognition. For example, the tools for traditional food preparation and food and beverage service are tailored to capture culturally specific practices while meeting professional standards. Similarly, the wellness and spa tools are designed to align with global standards of care and hygiene while respecting local practices.
This initiative illustrates the commitment to promoting inclusive growth by recognising and valuing skills gained through diverse life experiences. This not only promotes formal employment and career advancement for workers but also contributes to national development by equipping industries with a formally recognised workforce.
As these tools are rolled out, they are expected to open pathways for individuals to access decent work, improve their self-esteem, and contribute meaningfully to their sectors.
