Ethiopia Strengthens Fair Recruitment Oversight through the Migrant Recruitment Advisor (MRA) Platform

In December 2025 and January 2026, the ILO and the Confederation of Ethiopian Trade Unions (CETU), under the UK FCDO-funded BRMM Programme, implemented targeted activities to strengthen fair recruitment practices in Ethiopia through the Migrant Recruitment Advisor (MRA) platform. The interventions included a technical training for IT experts and a multi-stakeholder awareness workshop aimed at advancing the operationalisation of the Ethiopian MRA Chapter.

The Migrant Recruitment Advisor is a web-based platform that collects and analyses migrant workers’ recruitment experiences to promote transparency, accountability, and fair recruitment practices in line with ILO standards and national regulations. A one-day technical training held on 18 December 2025 strengthened the capacity of CETU IT personnel to manage the MRA database, maintain the platform, and support data collection and reporting processes.

This was followed by a two-day awareness workshop held on 13–14 January 2026, bringing together representatives from CETU, the Ethiopian Overseas Employment Agencies Federation (EOEAF), government institutions, and media organizations to discuss fair recruitment practices and institutional collaboration on MRA implementation.

Participants agreed on key actions to strengthen recruitment oversight, including expanding awareness campaigns, improving recruitment data collection, enhancing regulatory enforcement, and strengthening coordination among stakeholders. The initiative builds on the Memorandum of Understanding signed between CETU and EOEAF in October 2024 to promote fair recruitment and protect the rights of Ethiopian migrant workers.
