Ethiopia Reviews Progress in Reintegration and Labour Migration Coordination

On 20–21 June 2025, the Ministry of Justice and the Ministry of Labour and Skills, with ILO support, convened a review workshop in Adama to assess progress of the Protection, Reintegration and Overseas Employment Working Group under the National Partnership Coalition (NPC).

Participants reviewed progress made since the working group’s establishment, including improved coordination of referral pathways for victims of trafficking, expansion of reintegration initiatives for returnees, and stronger policy dialogue on labour migration governance. Regional governments reported achievements in registering returnees, expanding skills training, and providing reintegration support. Challenges identified include weak data systems, resource gaps, and limited follow-up with assisted returnees.

Participants agreed on recommendations to strengthen M&E, scale up pre-departure training, improve data sharing, improved information-sharing between regional and federal levels, greater engagement of private employment agencies in promoting regular and fair migration and diversify migration pathways. The workshop reaffirmed Ethiopia’s commitment to rights-based labour migration governance.
