Ethiopia Reviews Progress on Employment-Centred Migration Governance

From 27–28 February 2026, the Job Creation and Deployment Thematic Working Group under Ethiopia’s National Partnership Coalition (NPC) for Migration, in collaboration with the ILO under the UK FCDO-funded BRMM Programme and IOM, convened a High-Level 2nd Quarter Performance Review Workshop in Bishoftu, Ethiopia. Led by the Ministry of Labour and Skills, Led by the Ministry of Labour and Skills, the workshop reviewed implementation progress, assessed coordination gaps, and strengthened federal and regional collaboration on employment-centred reintegration and overseas employment governance.

Participants examined progress on job creation initiatives, enterprise support measures, and overseas employment systems, while identifying challenges related to reintegration, irregular migration, recruitment governance, and coordination mechanisms. Regional representatives also shared updates on implementation efforts and emerging priorities. The discussions highlighted the importance of strengthening job centres, operationalising returnee registration systems, promoting skilled labour migration pathways, and reinforcing coordination between labour migration and law enforcement institutions to combat irregular recruitment practices.

The workshop also reinforced alignment with Ethiopia’s migration governance frameworks and decent work principles while strengthening accountability and coordination within the National Partnership Coalition structure. The meeting concluded with the adoption of a structured third-quarter action plan, including agreed responsibilities and timelines to advance employment-centred labour migration governance in Ethiopia.
