Emerging Insight: Boosting capacity in Senegal

In 2016, the ILO’s Impact Insurance Facility built the capacity of 600 individuals through a mix of training courses, events and webinars. Our goal is to further increase impact through partnerships with local training institutes. Together with these institutes, we aim to develop a sustainable training infrastructure that can serve many more local insurance providers.
The case of Senegal illustrates the potential of this approach. In 2015, the Facility partnered with the local training institute, the Centre Professionnel de Formation à l’Assurance (CPFA). Since then, the Facility and the CPFA have trained more than 150 participants on key aspects of inclusive insurance delivery, such as market research, product design and distribution. The partnership will continue in 2017 with CPFA taking a lead role in managing the delivery of courses.
Increased capacity at the local level has contributed to the gradual development of an inclusive insurance market in Senegal, illustrated in the figure below as measured by the Facility’s country-scoring tool.
The country-scoring tool analyses both the quality of inclusive insurance provision (such as the variety and features of available products, client education programmes and complaints handling) and the scale attained (including the number of insurers, products and distribution channels, as well as coverage of the population).
We are excited about the developments in Senegal and aim to replicate these results in other countries, through a mix of market development, research & innovation and capacity building. To learn more about our activities and achievements, see our 2016 Annual Report.
