This report examines how workers’ organizations can use labour provisions in trade agreements to advance decent work. Drawing on comparative research and case studies, it offers practical ideas for trade union engagement in negotiation, implementation, monitoring and enforcement.

This ACTRAV report examines the design, implementation, monitoring and enforcement of labour provisions in selected international trade agreements. Drawing on document analysis, case studies and interviews with 18 trade union representatives, academics and practitioners, it assesses the mechanisms available for workers’ organizations to influence trade policy and defend labour rights. The findings show that strong provisions require informed, organized and adequately resourced unions, effective social dialogue and sustained international cooperation. The report sets out practical recommendations on early engagement, technical expertise, cross-border alliances, advocacy, monitoring and long-term capacity-building.
