Digitalization of employers and business membership organizations

Where are employers’ organizations on their journey toward digitalization? A look at digital lobbying

This technical note is part of a collection of outstanding experiences in the digitalization of enterprises and business organizations in Latin America, identified during the research process carried out by the ILO’s Bureau for Employers’ Activities (ACT/EMP) for the preparation of the 2022 Regional Report “Where Are Employers’ Organizations on the Journey Toward Digitalization? A Look at Latin America.” An essential part of the work of employers’ organizations (EOs) is advocacy and social dialogue. These activities are among the main elements that differentiate EOs from other organizations and serve as a key factor for member attraction and retention—particularly for peak-level organizations or second‑tier representative bodies. However, carrying out these activities requires a significant number of hours and considerable political skill on the part of EO staff. These tasks include reviewing legislative agendas and bills, analyzing them and issuing consensus‑based positions, meeting with the appropriate authorities or officials, and balancing different interests.
