Preparatory Assessments for the EU-Bangladesh Talent Partnership Programme

Volume 3: Talent Partnership Models Assessment - EU Member States & Bangladesh

This report is a product of the collaborative effort within the International Labour Organization (ILO), combining the expertise of ILO-Bangladesh, through the ILO Skills 21 Project - Empowering Citizens for Inclusive and Sustainable Growth, and the International Training Centre of the ILO (ITCILO) in Turin. The report represents the last of three preparatory assessments (Volume III) as part of the research investigations to explore potential EU-Bangladesh Talent Partnership Programme. It focuses on the analysis and lessons learnt from international, regional, and national practices in the field of skills development and migration partnerships. Based on this, it suggests three Talent Partnership (TP) model prototypes that could facilitate skills mobility between Bangladesh and selected EU countries - Italy, Germany, Greece and Romania, with the potential to be replicated also in different EU contexts.

International labour migration and international skills and migration partnerships models are seen as important contribution to the development of the contemporary labour markets, balanced labour demand and supply, transfer of skills at all levels, maximising ‘brain gain’, increased competitiveness and growth.

More in details, the broader implications of the skills and migration partnerships for the global education and training systems, labour markets and economies can:

  • aid transparency and mutual understanding among qualification systems, support portability of qualifications across countries, facilitate mobility of professionals and recognize their professional qualifications.
  • contribute to improving opportunities for jobseekers to find work in migration contexts.
  • decrease shortage of professionals and brain waste; support effective use of human resources in society and enable integration of migrants in the host countries; and establish fair and ethic hiring procedures in the countries of destination and for reintegrating returning migrants in the home country.
  • strengthen connection between migration and use of skills development as a proactive strategy, incl. with the aim of lowering the cost for training.
  • improve the relation between education and labour market at a global scale.
  • promote regional and global cooperation and become a solution to regulatory problems that hinder international trade in services and growth.

The newly developed concept of Talent Partnerships, announced in the new Pact on Migration and Asylum, refers to tailor-made partnerships with non-EU countries, providing mobility for work or training.

The recently launched Talent Partnerships with Morocco, Tunisia, Egypt, Pakistan and Bangladesh at EU level involved interested Member States and the partner countries in a Roundtable-format discussions and policy dialogues to allow for identifying sectors and professions of mutual interest to be targeted. The Government of Bangladesh (GoB) and the EU Commission and several EU Member States, Italy, Germany, Greece and Romania, have expressed interest in initiating a TP to increase international labour mobility through legal and documented pathways, and achieve talent development in a mutually beneficial way.
