Trade Union Involvement in Nationally Determined Contributions (NDCs)

This publication examines the role of trade unions in shaping socially inclusive climate action and Nationally Determined Contributions. Drawing on country case studies, it highlights how unions contribute to just transition policies, worker protection, social dialogue, skills development and the inclusion of vulnerable groups. It also identifies key conditions for effective trade union engagement, as well as persistent barriers such as limited institutional access, weak social dialogue mechanisms and gaps in funding and implementation.
