Timor-Leste’s ASEAN and WTO Membership: Business perceptions, readiness of institutions, and implications for representative Employer Organizations

Timor-Leste’s accession to the World Trade Organization (WTO) in August 2024 and the Association of Southeast Asian Nations (ASEAN) in October 2025 marks a historic milestone in its pursuit of economic diversification and regional integration. This report examines the implications of these memberships for Timor-Leste’s private sector, labour market institutions, and Employer and Business Membership Organizations (EBMOs), with a particular focus on the Chamber of Commerce and Industry – Timor-Leste (CCI-TL). It draws on desk research, business surveys and stakeholder consultations to assess readiness, institutional capacity, and strategic priorities for engagement.

Timor-Leste’s accession represents a “once-in-a-generation opportunity” to anchor structural economic reform, modernize national institutions, and promote inclusive, sustainable growth. Success will depend on close coordination between government, business, and development partners to translate membership into tangible benefits for the Timorese people.

While ASEAN and WTO membership promise substantial welfare and export gains, benefits will not be evenly distributed without targeted reforms. Key recommendations include:

  • empowering the private sector,
  • creating an enabling environment for business and investment,
  • building institutional capacity,
  • reforming labour administration, and
  • investing in language and skills
