Synthesis report - Temporary labour migration: Unpacking complexities

This report discusses the manifestations of temporary labour migration (TLM), the complexities created by differing definitions and visions of what constitutes TLM, overlapping categories, and the various objectives pursued with the establishment of TLM programmes as well as their rapidly evolving nature. It provides a brief historical account, a basic typology, an overview of key elements that characterize schemes and reflections on the meaning of “impacts” and “effects” in the context of TLM. It also makes proposals on possible ways forward with TLM to maximize the opportunities and minimize the risks associated with TLM, including in the light of new developments in the world of work.
