As part of its National Health Policy, Sudan aims to achieve universal health coverage (UHC) by 2030. Under the National Health Insurance Act 2016, the National Health Insurance Fund (NHIF) was established as the entity responsible for managing the national health insurance scheme, to which registration is mandatory for all residents – both citizens and non-nationals. The NHIF objectives focused on expanding population coverage and improving the institutional capacity of the organization to ensure financial sustainability of the health insurance scheme.


This report, based on an assessment and analysis conducted by the ILO in 2022, aims to provide technical support for Sudan’s NHIF in exploring strategic options to improve social health protection coverage for all. The report comprises two parts: an institutional diagnostic assessment of the NHIF’s organization and management, identifying key areas for institutional strengthening to support the expansion of health insurance coverage; and a quantitative analysis of income and expenditure trends, reviewing the financial situation of the scheme. The report provides recommendations on how to improve NHIF institutional performance, focusing on expanding population coverage and ensuring effective financial management.
