Statistics on Labour Migration in Uganda: A Tool for Data-driven and Evidence-based Policies for Improved Migration Governance

This policy brief emphasises the importance of labour migration data in forming effective, evidence-based migration governance in Uganda. As the country continues to serve as both a source and destination of migrant workers, the need for accurate, timely, and harmonised data has become increasingly urgent. Drawing on recent assessments and migration trends, the brief outlines key challenges, including fragmented data systems, limited statistical capacity, and weak legal frameworks. It presents the development of Uganda’s Labour Market Information System (LMIS) as a pivotal step towards improving data collection, coordination, and policy responsiveness. The brief concludes with actionable recommendations aimed at strengthening institutional frameworks, fostering inter-agency collaboration, and leveraging statistics to protect migrant workers and maximise the benefits of labour mobility.
