In 2002, the 90th Session of The International Labour Conference concluded that growth of the informal economy could be traced to inappropriate, ineffective policies coupled with the lack of conducive legal and institutional frameworks and the lack of effective implementation of policies and laws; hence the need to find solutions in a “win-win” territory, where enterprise growth and workers’ protection converge. In realizing some of the objectives, the project devised a strategy of producing a simplified version of labour and labour-related laws.
