Scoping study to explore opportunities for Tuvaluan seafarers within the international maritime industry

This study assesses the current landscape for Tuvaluan seafarers within the international maritime industry, identifying challenges and opportunities for enhancing their employability. The research, commissioned by the ILO at the request of the Tuvalu Government, involved desk research and consultations with key entities such as the Tuvalu Maritime Training Institute, international organizations such as the International Maritime Organization (IMO) and the European Maritime Safety Agency (EMSA), and some shipping companies. It underscores the need for a holistic and multifaceted approach to address the complex challenges impacting the Tuvaluan seafaring sector. By implementing the recommended strategies, Tuvalu can significantly improve the employability of its seafarers, enhance its maritime sector and promote sustainable economic growth. Active engagement with regional and international organizations and donors will be crucial for securing the necessary funding and technical assistance to implement these recommendations.
