Scope and implementation of international social security agreements: Analysis in the member countries of the RCM

This report presents an analysis of the scope and implementation of international social security agreements in the member countries of the Regional Conference on Migration (hereafter, RCM), including bilateral and multilateral agreements between the countries. The study covers the 11 countries that make up the RCM: Belize, Canada, Costa Rica, Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama and the United States of America.

The study systematises the regional experience regarding the progress and challenges of international agreements aimed at contributing to the recognition and guarantee of the right to social security for the migrant population. These agreements establish a legal framework for coordinating social security schemes between different countries, whose coverage may extend to one or more branches of social security. Agreements can be bilateral or multilateral. These legal instruments are an essential tool for protecting the rights of migrants and a mechanism for closing social security gaps, particularly in a context of increased international mobility.
