Assessment
On the Road to Universal Social Protection: A social protection floor assessment in the Occupied Palestinian Territory
The report provides analysis of the coverage, adequacy and impact of the Palestinian social protection system, and includes a series of recommendations as a basis for future policy dialogue.
The Palestinian social protection system is complex, involving a wide range of governmental and non-governmental actors and programmes providing various benefits. This report maps the system and examines how effectively it protects different segments of Palestinian society, including in the context of the COVID-19 pandemic. The analysis focuses on three dimensions: the coverage and incidence of benefits across different population groups; the adequacy of benefits provided by different programmes and actors; and their impact on alleviating or reducing poverty among recipient households and individuals. Based on this analysis, the report identifies priorities for sector reforms to inform policy dialogue among government, social partners, beneficiary representatives and international organizations and contribute to improved social protection coverage and outcomes for Palestinians.
