A review of skills testing and certification in TVET in Lebanon
This report reviews the existing skills testing and certification systems of public and private technical and vocational education and training (TVET) programs in Lebanon, by identifying the strengths and weaknesses of the existing final summative skills testing practices as well as their associated certification systems and processes. Accordingly, it proposes recommendations to a quality-assured testing and certification approach for the TVET system in Lebanon.
The report concludes with some key recommendations developed in consultation with major stakeholders, and underpinned by international best practice, to promote and improve the culture of T&C and recognition of prior learning in TVET in Lebanon.
Skills testing and certification has the potential to improve employability, mobility, lifelong learning, social inclusion, and self-esteem with four main interlinked recommendations discussed: (1) increased engagement of employer and worker organizations; (2) improve the institutional capacities in skills testing and certification (initiation and planning, designing, building awareness and guidance, implementing and monitoring, and certifying); (3) improve the inclusion of skills testing and certification to include students of different groups and students with disabilities or learning difficulties; (4) promote recognition of prior learning.
