NDC 2.0 Review in the Arab States

Regional report of the integration of just transition themes in the Nationally Determined Contributions across the Arab States

This report reviews the second editions of Nationally Determined Contributions (NDCs) as submitted to the UNFCCC NDC portal by July 2024, according to the 9 policy areas of the guidelines, as per the ILO Guidelines for a just transition to environmentally sustainable economies and societies for all , and present short country summaries, as well as a regional analysis and comparison to global averages.

The review follows the global methodology developed by EPFL with ILO oversight, using a structured coding process combining manual analysis and keyword searches. It assesses explicit references to just transition and related themes such as employment, decent work, social inclusion, and key policy areas (e.g., skills development, social protection). Thereby, this report provides a regional perspective to the global NDC review developed by the ILO from 2024, “Mapping Just Transition in NDCs: An overview.” It complements other exercises of a similar type, including the UNFCCC synthesis reports and a paper on this topic by UNDP.
