Public-private partnerships to strengthen smallholder resilience
Insights on how public-private partnerships can expand access to agricultural insurance for smallholder farmers and help them build resilience.
Smallholder farmers face growing financial risks from climate shocks, yet in many countries agricultural insurance remains largely out of reach. This paper, in collaboration with the Microinsurance Network’s Best Practice Group on Building the resilience of smallholder farmers and IFAD’s INSURED II programme, examines how public-private partnerships (PPPs) can expand access to agricultural insurance and provide protection for smallholder farmers. Drawing on seven PPP schemes across Colombia, India, Kenya, Rwanda, Senegal, Uganda and Zambia, it identifies the models, features and enabling conditions that support effective delivery at scale. The report highlights the importance of long-term public commitment, strong governance, data and digital infrastructure, and sustainable financing. It concludes with recommendations to help governments and their partners build more inclusive and financially sustainable agricultural insurance schemes that support smallholder farmers.
