The export processing sector (EPS) plays a major role in the Philippine economy. It accounts for the bulk of Philippine industrial exports. In recent years, EPS has expanded tremendously with the birth of the fast-growing ICT-enabled service subsector, which provides global customer/call center services and business processing office (BPO) solutions.

The study seeks to analyze the gaps or weaknesses in the observance of basic labour rights in the export processing sector zones and enterprises, particulary Freedom of Association and Collective Bargaining.
