Mapping of stakeholders in the labour migration sector in Sri Lanka

Bridging the significant gap in knowledge and coordination that exists between various stakeholders involved across the migration cycle, this report aims to enable a better understanding of the respective roles, responsibilities, and activities within the labour migration landscape in Sri Lanka, thereby avoiding duplications and leading to more efficiencies.

The stakeholder mapping on labour migration in Sri Lanka is a comprehensive and crucial effort to enhance the effectiveness of the National Policy on Migration for Employment. This mapping identifies the key stakeholders involved in the migration cycle, and represents a significant step towards creating a more cohesive and effective labour migration framework, benefiting all stakeholders involved. It aims to improve coordination and efficiency by identifying roles and responsibilities of various organizations, including government bodies, employers, trade unions, and development partners.

The report covers eight critical areas: governance, recruitment, skills development, gender issues, remittances, return and reintegration, climate change impacts, and human trafficking. Supported by the Government of Switzerland and guided by the Ministry of Labour and Foreign Employment, the report seeks to enhance policy implementation and provide better support for migrant workers and their families.
