Mapping just transition in NDC 3.0: global trends across 123 countries

This report analyses how just transition and related considerations are integrated into the latest generation of Nationally Determined Contributions (NDCs), focusing on the uptake of key terms and concepts. Building on the 2024 mapping as a baseline, it examines emerging trends and patterns across 123 countries that submitted new or updated NDCs by 30 November 2025.

The analysis goes beyond identifying explicit references to just transition and related concerns, assessing whether NDCs include action-oriented provisions and references to core just transition policy areas. These include skills development, social protection, enterprise development, occupational health and safety, labour rights, social dialogue, active labour market policies, as well as macroeconomic and industrial policies.

The report also provides an overview of the current state of play and emerging trends in country demand for just transition support, drawing on data from the NDC Partnership. The mapping was conducted by the International Labour Organization (ILO), with support from Sida, and in collaboration with the École Polytechnique Fédérale de Lausanne (EPFL) and the NDC Partnership.
