Mapping of barriers and opportunities to reduce the informality of enterprises in Pakistan
The study is an outcome of the partnership between the International Labour Organization (ILO) and the Small and Medium Enterprises Development Authority (SMEDA), which provides an overview of the formal and informal business ecosystem in Pakistan. The study highlights the opportunities and challenges linked to formalizing businesses and will serve as an anchor towards designing strategies for supporting the transition of firms towards formality.
Small and Medium Enterprises (SMEs) play a vital role in Pakistan’s economy, contributing significantly to gross domestic product (GDP) and employment. However, a large proportion of these enterprises operate in the informal economy, facing numerous challenges that hinder their growth and development.
This study provides a comprehensive analysis of the challenges and opportunities associated with SME formalization in Pakistan, offering practical strategies to promote the transition of SMEs into the formal economy. It emphasizes the importance of promoting inclusive and equitable practices throughout the formalization process. This means ensuring that vulnerable groups, including women and marginalized communities, are not left behind. By creating a supportive environment for SMEs to formalize, we can enhance their productivity, promote social justice, and contribute to a more prosperous and just society.
