Mainstreaming disaster resilience: Identifying opportunities in national policies and legal framework in relation to rural development
This publication ‘Mainstreaming Disaster Resilience: Identifying Opportunities in National
Policies and Legal Framework in relation to Rural Development’ is an important result of the collaboration between the ILO and the Government of Sri Lanka. The desk review of policies combined with a literature review, and solicitation of recommendations from key stakeholders and experts has resulted in the articulation of a range of options for future policy development in watershed and water resource management in land-use and development planning.
The rural and agrarian economy is vulnerable to climate driven disasters, which occur with increasing frequency in Sri Lanka. As such, the informal work and workers based around plantations in the region undergo recurrent disruptions due to adverse climate-related incidents. This publication presents a replicable model useful for mitigating and building disaster resilience in an acutely climate vulnerable sector through the proper management of watershed areas. The ILO intends for its use as a practitioner guide by local development officers and other stakeholders to make informed decisions in land-use management in watersheds, together with its communities.
