Trade Union Freedom, Social Dialogue, and Conflict Resolution 2024
The conference highlighted the essential role of freedom of association and social dialogue in democracy and labour justice. It was agreed to promote national mechanisms that strengthen collective bargaining and peaceful conflict resolution in Latin America.
This publication contains the proceedings of the Subregional Conference on Trade Union Freedom, Social Dialogue and Conflict Resolution, an event co-organized by the Inter-American School of Social Dialogue, Tripartism and Conflict Resolution (EI-DiSTReC) of the University of Panama, held in Panama City from March 18 to 21, 2024.
The event brought together representatives of employers’ and workers’ organizations, as well as governments from the Central American sub-region, Panama, and the Dominican Republic. It also featured the technical participation of subject-matter experts from countries such as Panama, Honduras, the Dominican Republic, Colombia, Mexico, and the United States of America. Additionally, the event received technical contributions from the ILO and international experts. This combination of information and analysis facilitated a high level of discussion and the development of substantial conclusions.

The document compiles the proceedings of the Subregional Conference on Freedom of Association, Social Dialogue and Conflict Resolution, held in Panama City from 18 to 21 March 2024. The event was organised by the International Labour Organisation (ILO) and the Inter-American School of Social Dialogue, Tripartism and Conflict Resolution (EI-DiSTReC) of the University of Panama. It brought together representatives of governments, employers and workers from Central America, Panama and the Dominican Republic, together with international experts, to discuss the challenges and progress made in the area of freedom of association, collective bargaining and social dialogue in the region.
The presentations highlighted the importance of freedom of association and social dialogue as pillars of democracy, social justice and decent work. ILO initiatives aimed at strengthening national mechanisms for labour dispute resolution and consolidating stronger tripartite institutions were presented. The conference concluded with a series of recommendations aimed at promoting cooperation between social actors, improving the management of labour disputes and moving towards fairer, more equitable and sustainable labour relations in Latin America.
