Labour migration governance in ASEAN

A review of the implementation of recommendations from the 3rd to 16th ASEAN Forums on Migrant Labour

The AFML is an open platform for the review, discussion, and exchange of ideas and best practices among governments, workers’ organizations, employers’ organizations, and civil society actors on key issues facing migrant workers in ASEAN. Importantly, each year, the AFML adopts a set of recommendations on the specific topic discussed, aimed to advance the implementation of the ASEAN Declaration on the Protection and Promotion of the Rights of Migrant Workers.

This report is the seventh in a series of progress review background papers, biennially prepared by the ILO’s TRIANGLE in ASEAN programme, that track the progress of ASEAN stakeholders in implementing recommendations adopted at previous AFMLs. This paper was presented at the 17th AFML held on 13-14 November 2024 in Vientiane, Lao People’s Democratic Republic. It reviews progress in implementing past AFML recommendations from January 2022 until October 2024.
