The International Labour Organization’s report, titled "Labour Market Assessment and Skills Mapping for Reintegration of Returned Migrant Workers in Greater Kampala Metropolitan Area," provides a comprehensive analysis designed to improve the reintegration of Ugandan workers returning from abroad, particularly from the Middle East. It examines five key sub-areas within the Greater Kampala Metropolitan Area to identify economic opportunities in high-growth sectors, such as agribusiness, construction, and digital trade, while simultaneously profiling the technical skills and competency gaps of returnees. The study highlights a strong inclination toward self-employment among returned migrants but notes significant obstacles like capital shortages and a lack of formal business training. By reviewing existing support systems and financial frameworks, the report offers a data-driven roadmap for aligning returnee reintegration with Uganda’s national development goals and fostering sustainable, dignified employment.
