Integrated Programme on Fair Recruitment: Results Book 2015–2025

This results book documents a decade of the ILO Integrated Programme on Fair Recruitment (FAIR), implemented from 2015 to 2025 to advance fair recruitment practices worldwide. Anchored in the ILO Fair Recruitment Initiative, it presents results from global, regional, national and migration corridor interventions.

The Integrated Programme on Fair Recruitment (FAIR) is the ILO’s global programme for advancing fair recruitment practices worldwide. This results book reviews ten years of implementation, from 2015 to 2025, across three phases and multiple labour migration corridors. Anchored in the ILO Fair Recruitment Initiative, FAIR combined global policy engagement with practical interventions in countries of origin and destination, including Côte d’Ivoire, Ghana, Jordan, Lesotho, Nepal, Qatar, the Philippines, Tunisia, Hong Kong SAR, China, and Malaysia.

The publication shows how FAIR helped translate international guidance into concrete reforms and services. It highlights support for the ILO General Principles and Operational Guidelines for Fair Recruitment and the Definition of Recruitment Fees and Related Costs, as well as national roadmaps, legal and policy reforms, strengthened inspection and licensing systems, public employment services, migrant resource centres, grievance mechanisms and cross-border access to justice. It also documents capacity building for governments, employers’ and workers’ organizations, private recruitment agencies, journalists, students and migrant workers. Country sections detail results along specific corridors, from the Nepal–Jordan garment sector and Tunisia’s public employment services to Ghana’s roadmap on fair recruitment, Côte d’Ivoire’s youth outreach, and Philippines–Hong Kong, China initiatives for domestic workers. Together, these examples illustrate how fair recruitment can be institutionalized across sectors and migration pathways.

Beyond institutional reform, the results book captures the programme’s broader contribution to evidence, innovation and accountability. FAIR produced research, practical tools and promising-practice studies; supported the Fair Recruitment Knowledge Hub; promoted balanced media narratives on labour migration; mainstreamed gender equality and women’s empowerment; and used digital tools such as complaints platforms, worker-feedback mechanisms and behavioural science approaches. The publication concludes with lessons on long-term engagement, social dialogue, stakeholder ownership, adaptive programming and the value of linking global standards with country-level action to protect migrant workers and improve recruitment governance.
