Content also available in: español

The document "Innovative initiatives of employers' and workers' organisations aimed at promoting the transition to formality in Latin America and the Caribbean" prepared by the ILO in 2023, presents a mapping of initiatives of employers' and workers' organizations in Latin America and the Caribbean, focused on the transition from the informal to the formal economy.

Main findings:

  • Adapting initiatives to the local context increases their success.
  • Bipartite dialogue facilitates consensus and the promotion of formal actions.
  • For employers, free access to information and legal advice improves the transition to formality, and mass outreach on social media is effective in attracting interest.
  • For workers, greater opportunities for organisation and representation increase access to labour rights. Adequate legislation and representation through permanent staff facilitate sustainability of responses.

Recommendations:

  • Strengthen the capacities of innovative initiatives to provide services to members in the informal economy.
  • Enhance research capacities to generate advanced knowledge on specific challenges.
  • Encourage knowledge sharing between governments, employers, workers and other partners to identify synergies and opportunities for collaboration.
