This employment impact assessment report is part of the STRENGTHEN2 project, a joint initiative of the European Union (EU) and the ILO, which aims to use employment impact assessments to inform decision-making and promote the creation of decent jobs in sub-Saharan Africa.

The report combines qualitative and quantitative methods based on data and results from the employment impact assessment of the PASE II project. The methodologies consist of a field survey to gather data on the quantity and socio-economic characteristics of direct jobs of PASE II, the sectoral allocation of that project’s expenditure by sector enabling the application of the employment multiplier technique based on the Senegalese social accounting matrix. This report assesses the job creation potential of the Smart Grid project, as well as the inclusiveness of jobs.
