EU-India initiatives in skilling and mobility for the ICT sector: Background paper
Under the Cooperation and Dialogue on Migration and Mobility (Phase II), a background paper to map the existing mobility pathways for ICT professionals in the EU-India Corridor was developed. Research for this background paper was undertaken by Mr Rohan Dominic Mathews, and drafted in close collaboration with the Project. This paper was presented at the Digital Skills and the ICT sector organized under the Digital Policy Dialogue, in collaboration with GiZ.
Situating itself within the European Union-India Joint Declaration on Common Agenda on Migration and Mobility (CAMM) 2016, the paper explores channels of mobility for ICT professionals within the EU-India corridor. This includes policy imperatives, industry-level linkages, opportunities for knowledge exchange for students and researchers, examining how to look at the issue of qualifications, identifying labour market demand, skill requirements and identifying emerging ICT sub-sectors.
Methodology: The report takes forward the discussion from the 2019 ILO report — Skills Shortages and Labour Migration in the Field of Information and Communication Technology in India, Indonesia and Thailand. Mobility to the EU is based on a desk review of regulations in different EU Member States, academic and institutional literature, existing public schemes, and government and institutional reports outlines key developments in skilling and education in India and publicly available data. For technological information, the report utilises the European Union’s LeADS framework and analysis. LeADS, in the context of the Digital Europe Programme, aims to deliver insights into the changing Advanced Digital Skills (ADS) and the paper uses this instrument to speak to ICT Shortages and emerging ICT subsectors of interest.
