Establishing a Social Protection Floor in Jordan: Diagnostic, costing, fiscal space and impact assessment
In line with ILO Recommendation No. 202, the 2012 ILC Resolution on making social protection floors a global reality, and the Jordanian tripartite stakeholders’ endorsement of the social Protection Floor (SPF) initiative, this report assesses the fiscal space available to the government of Jordan to finance social protection programmes.
This report:
· discusses demographic trends and comes with a profile of the poor and vulnerable categories of people in Jordan as well as the macroeconomic and fiscal environment, and labour market trends.
· provides a mapping and costing of Jordan’s current social protection framework and assesses the impact of both the current social protection programmes and the impact of the reform scenario on the poor and vulnerable Jordanian residents.
· identifies a minimum Social Protection Floor (SPF) package covering basic social security guarantees for Jordanians in the areas of access to essential health care for all, provisions of income security for children, poor individuals in their working ages and families with children, and for the elderly and disabled.
· assesses projected social protection costs against the fiscal space available and proposes recommendations for the government to render social protection more effective and mobilize the fiscal space for financing social protection in Jordan.
