Ensuring Policy Coherence in Health and Labour Migration

Achieving coherence between health and labour migration policies at the national level is essential for developing sustainable policies and governance frameworks in this field. The increasing mobility of workers across borders significantly impacts labour markets and health systems in both origin and destination countries. However, policy misalignment can lead to inefficiencies that affect both migrant workers and the quality of healthcare services.

This toolkit promotes stakeholder engagement, evidence-based decision-making and cross-sector coordination to develop more responsive and coherent migration policies. Developed in a Training-of-Trainers (ToT) format, it builds on the Manual for Participatory Assessment of Policy Coherence in the Health Sector, with a Reference to International Labour Migration (ILO 2023) and integrates insights from other ILO research and guidance.
