Employment Impact Assessment of the PASE II project in Senegal

This employment impact assessment report is part of the STRENGTHEN2 project, a joint initiative of the European Union (EU) and the ILO, which aims to use employment impact assessments to inform decision-making and promote the creation of decent jobs in sub-Saharan Africa.
The report combines qualitative and quantitative methods. The first consists of a field survey to gather data on the quantity and socio-economic characteristics of direct jobs, the sectoral allocation of PASE II expenditure, and beneficiaries’ perceptions of the impacts. Data on the allocation of expenditure by sector enabled the application of the employment multiplier technique based on the Senegalese social accounting matrix (quantitative method). This report assesses the job creation potential of the PASE II project, the types of direct jobs created, the inclusiveness of jobs, as well as the impacts on other economic activities.
