Employment impact assessment of the Gypsum Mining Sector in Garissa County, Kenya

Drawing on field surveys, stakeholder consultations and macroeconomic modelling, the study provides an assessment of employment across the gypsum value chain, including extraction, transport and related services. It examines both the quantity and quality of jobs, with a particular focus on informality, working conditions, skills, occupational safety and health, and access to social protection. The report also situates employment outcomes within broader economic, social and environmental dynamics, including community impacts, land-use challenges and governance constraints.

The findings highlight that while gypsum mining plays an important role in supporting livelihoods and has strong potential for job creation, employment remains largely informal, insecure and unevenly distributed, with limited benefits accruing to local communities. The report identifies key structural challenges, including weak regulatory enforcement, land conflicts, and limited value addition. It provides practical recommendations to support the sustainable resumption of mining activities, promote formalization and improve decent work outcomes in the sector.
