Employment diagnostic guidelines for countries in fragile settings

Fragility, conflict and disaster can have devastating effects on employment as a whole but can also drive vulnerabilities of already marginalised groups. Moreover, promoting employment and decent work is central to peace-building and combatting fragility.

These guidelines are intended to build upon and to complement the series of diagnostic guides developed by the ILO to support stakeholders in the development and implementation of effective employment policies to promote decent work. The focus here is on employment diagnostics in fragile settings and above-all on tools for the identification of the nature and extent of labour market issues which arise in situations characterised by a paucity of traditional data sources for economic and labour market analysis appropriate to the specific circumstances associated with fragility. They incorporate key considerations needed in preparing employment diagnostics in these settings.
