Development of the Timor-Leste vanilla value chain roadmap including associated skills needs and stocktaking of working conditions
This report presents a roadmap for the development of the vanilla industry in Timor-Leste, with the objective of positioning vanilla as a strategic commodity that supports agroforestry, contributes to economic diversification, creates employment opportunities, particularly for young people, and strengthens the livelihoods of rural communities.
This report presents a roadmap for the development of the vanilla industry in Timor-Leste, with the objective of positioning vanilla as a strategic commodity that supports agroforestry, contributes to economic diversification, creates employment opportunities, particularly for young people, and strengthens the livelihoods of rural communities. Based on the findings from fieldwork and both primary and secondary data, the report proposes a three-phase business development roadmap that progressively strengthens the upstream, downstream and commercial segments of the vanilla industry.
- Phase I focuses on strengthening the industry’s foundational capacity by improving production infrastructure and key inputs required for vanilla cultivation and processing.
- Phase II emphasizes strengthening collaboration among stakeholders throughout the vanilla value chain.
- Phase III focuses on upgrading the industry through value addition and market expansion.
