Since 2019, the ILO has been implementing the PROSPECTS partnership in Jordan to expand opportunities for both Jordanians and refugees affected by the Syrian crisis. Funded by the Kingdom of the Netherlands and implemented jointly with IFC, UNHCR, UNICEF, and the World Bank, PROSPECTS works with governments, communities, and social partners to strengthen access to jobs, rights, services, and social cohesion.

During Phase 1 (2019–2024), the project focused strongly on agriculture, training, and social protection. Thousands of workers, jobseekers, and students benefited from improved training systems, career guidance, and stronger labour protections. The project also supported cooperatives, including their role in facilitating work permits for Syrian refugees, while advancing labour policies through close collaboration with national institutions and stakeholders.

Phase 2 (2024–2027) builds on these results with an expanded focus. Alongside ongoing support for decent employment in Jordan, PROSPECTS is promoting regional collaboration and durable solutions for Syria. New efforts are aimed at ensuring workers are better protected, more fairly represented, and equipped with skills and social protection systems that meet their needs, strengthening the foundation for greater inclusion and resilience.
