Global Report under the follow-up to the ILO Declaration on Fundamental Principles and Rights at Work. Forced labour is the antithesis of decent work. The least protected persons, including women and youth, indigenous peoples, and migrant workers, are particularly vulnerable. Modern forced labour can be eradicated with a sustained commitment and resources.

The present Report aims to set out the challenges facing the key actors and institutions involved in a global alliance against forced labour. There are daunting conceptual, political, legal, juridical, institutional and other challenges. The Report shows how such challenges have so far been met, often with the support or involvement of the ILO’s technical cooperation programmes. There is now a substantial amount of good practice that can guide future efforts to tackle forced labour in all its forms.
