Assessment of the registration, licensing and inspection mechanisms of private employment agencies in Uganda

This policy brief reviews the registration, licensing, and inspection system for private employment agencies in Uganda and assesses how effectively it supports fair recruitment and migrant worker protection. It points to important progress in the legal framework and digital systems, but also identifies persistent gaps in inspection capacity, informal recruitment, pre departure training quality, overseas protection, complaints handling, and coordination across institutions.
